About security guard contracting in the U.S.

Federal security guard contracts in the U.S. include protective security officers for federal buildings (often through the Federal Protective Service), armed and unarmed guard services at VA facilities, and access-control and patrol services on military installations.

Requirements are strict: guards usually need state licensing, background investigations, and firearms and medical qualifications, and many contracts require certified staff before the start date. Set-asides are common, including SDVOSB and 8(a). Most of these are service contracts covered by the Service Contract Act, so bids must meet the wage determination attached to the notice for the county where the work is performed.
